They do this by having a very strong single-player campaign with a story, and giving players the chance to discover collectibles, like scrolls, that reveal more about the game’s world. That’s where Lil Judd comes in.
Lil Judd is a cat character introduced in splatoon 2, He has an ornate reputation and has been known to be bitter about being second only to Judd. In splatoon 3, you can collect a sunken scroll that shows the process of cloning Lil Judd from Jude. They both look exactly alike, sporting a cute bow-tie color as a pattern on their fur. The only difference is that Li’l Judd’s hair is a little less clean, his eyes are a bit dotted, and he’s shorter than Judd. Together they serve as judges for your competitive matches in Splatoon. And, well, we have reasons to believe that Lil Judd is evil.

However, there are some twists in the case against Lil Judd. The main sound we hear in the headset is of course the sound of Grizz. We hear him at the end of the game and the same thing happens during the salmon run, and the distorted voice in the headset doesn’t change after the solo campaign. So it’s possible it’s just a slight inconsistency between the story and the match mode. But we may have to wait for a new Splatoon game or DLC to see if this particular plot line gets addressed further.
