This is the fourth time Toriyama has been directly involved in the development of the Dragon Ball film and includes the original screenplay and character designs. It was Toriyama who decided to focus on Piccolo and Gohan for the film and personally designed the Red Ribbon Army as well as their vehicles and new opponents in the base.
