Fugu fish are found in the Dazzle Beach biome, but they spend their time outdoors, out of reach for most of the day, meaning you won’t be able to catch one just by accidental fishing. Instead, they are only visible during rain storms, so you have to be proactive when it starts to rain in your valley.
During a thunderstorm, head to the glitzy beach and start looking for the goldfish pool. If you don’t see one, fish in another pool until one spawns. However, there is a catch – you still cannot guarantee to catch fugu fishing from these golden pools and instead occasionally catch a swordfish. That means you have to keep at it until you get lucky and finally stop at what you’ve come for.
